That optimism faded after members of the House Republican Caucus reportedly told Boehner they did not want to take up the divisive issue in an election year and did not trust President Barack Obama to enforce whatever laws they might pass.
Amodei spokesman Converse Shoes New Brian Baluta said the congressman won't sign the discharge petition because he does not support the House bill that the Democrats are promoting. It is modeled after a sweeping Senate bill passed last June that House Republicans believe is too big, costly and unworkable.
Similarly, Heck spokesman Greg Lemon said that Heck believes "there is a better chance to enact immigration reform legislation through regular order as opposed to parliamentary gimmicks."
Rep. Steven Horsford, D Nev., joined with Rep. Jared Polis, D Colo., in a press conference Wednesday to call on Amodei and Heck to sign the petition.
WASHINGTON Democrats are pushing Nevada Republican Reps. Mark Amodei and Joe Heck to join with them in signing a discharge petition to force House Speaker John Boehner to bring an immigration reform bill to a vote.
2015 federal budget
"We are offering a balanced budget that pays down the debt," Ryan said. "We are offering patient centered solutions, so that patients are the nucleus of the health care system, not the government. We're offering a plan to save Medicare now and for future generations. We're offering a stronger safety net with state flexibility, to help meet people's needs and to help people get from welfare to work to make the most of their lives. We're offering pro growth tax code. We're offering more energy jobs."
Before House members headed home, Republicans passed a 2015 budget that would cut federal spending by $5 trillion over 10 years and reduce funds for health care coverage, Medicaid and food stamp programs. The budget, crafted by House Budget Committee Chairman Paul Ryan, R Wis., would also turn Medicare into a voucher program for Americans who enroll in 2024 or later.

Heck pressured to force immigration reform vote
Immigration reform supporters are pushing the House to act before the Fourth of July legislative recess. After that, there is little chance that lawmakers will pass major legislation this year.
"If all Republicans who support immigration reform including Congressmen Heck and Amodei in my home state would sign the petition, we would get this done in one 15 minute vote," Horsford said. "Sign your name and let's get this done."

more transparent than the Senate process and have a better chance for long term success," Baluta said. "He will continue to work with his colleagues and House leadership to move the process ahead."
The Democrat led Senate last June passed a comprehensive immigration reform bill that included provisions to beef up border security, overhaul the visa system, require employers to use an electronic federal database to verify the legal status of workers, and offer an earned pathway to citizenship for many of the estimated 12 million undocumented immigrants living in the United States.
system," Lemon said.

In the midst of a national conversation about immigration reform, where questions of border security figure heavily, the Obama administration switched from daily declarations that the border with Mexico is as secure as it ever been to warning of the increasingly dire implications of hacking $754 million from Customs and Border Protection among nearly $3 billion from the Department of Homeland Security in the remaining half of the fiscal year. The cuts have affected the border and immigration enforcement in various ways, most visibly with the release of more than 2,000 immigrants from detention centers in states including Arizona, California, Florida, Georgia and Texas (AP Photo/Ross D. Amodei and Heck voted for the budget resolution while Horsford and Rep. Dina Titus, D Nev., voted against it.
The two Nevada Republicans are among 30 Republicans that Democrats are hoping to persuade to demand a vote on the bill. Congress is out of session until April 28, and Democrats are making their push while members are in their home districts.
Boehner, R Ohio, has vowed that the Republican led House will not pass the Senate bill. But he held out hope earlier this year that the House might pass a package of individual bills to deal with key aspects of immigration reform.
So far, no Republicans have signed the discharge petition. It has been signed by 191 of the 200 Democrats in the House. Supporters of immigration reform must get a majority of House members 218 to force a vote on the bill, which has just a handful of Republican co sponsors.
Amodei, Heck and the other Republicans on the list were chosen because they have expressed support for the idea of creating a way for some undocumented immigrants to earn legal status and, eventually, citizenship.
The resolution passed 219 205. No Democrats voted for it. All but 12 Republicans supported the budget proposal.
