Listing numerous calls to police about noise complaints in past months, Murray wanted to raise the issue of "what we, in our eyes . see as a failure of the current noise ordinance," he said. "It hasn't solved the problem. . The weather is nice and the music is as loud as ever."
Murray's home is 331 feet from the restaurant, while other homes twice as far away can hear loud music from the business, he said. "Most frequently this can happen up to midnight" and on weekends, he added.
City Council members said they will consider ways to help the neighbors with their noise concerns, possibly by equipping officers with a decibel meter and setting appropriate sound levels for certain times.
take the music away, it's going to cut down our business," she said.
"My recommendation tonight is allow Tammy to make those modifications," which "is showing good faith" on her part to address the matter, Hall said. He also recommended looking at the decibel meters.
The issue has sparked a debate with many coming to defend Papa Saia's, saying the restaurant provides musical entertainment enjoyed by all ages in a social atmosphere.
They just want it turned down.
Neff with neighbor Devin Murray addressed the Helena City Council tonight to express their concerns about the municipality's noise ordinance, which changed last October to address complaints about excessively loud music from places including Papa Saia's.

"I don't see any reason to change any noise ordinance," said Julius Clay Valentine, a 21 year resident of Helena who performs music at Papa Saia's. "And I think people should be able to play music at a certain time. If you don't like where you live, move."
Stopping the music will mean a drop in her bottom line, Casteel said. "If we Converse Jack Purcell Leather Blue

"There are times when the music at Papa Saia's is so loud, not only do the windows in my home vibrate, the artwork on my walls vibrate," said Henry Neff, who lives in the Old Town Cottages neighborhood located across Buck Creek from the gathering place.
Councilman Mike Jones said the issue involves the city as a whole. "It's not just a Papa Saia's thing," he said before suggesting the city pursue research on the matter and revisit the ordinance.
"That, in itself, is the only way a determination can be made, aside from opinion," Hall said. "That's the only way we're going to take subjectivity out of it."
Mayor Mark Hall said the city thought about using decibel meters previously, but there were questions about certifying them and other legal issues. The ordinance amendment approved last October was intended as an experiment to see if it would help address the noise concerns.
