In 2004, as prime minister, Martin negotiated the Health Accord with the provinces, which committed funding " to grow annually at 6% for 10 years.
The Liberals, Tories and NDP all committed Friday to maintain the current 6% compounding increases set out in the 2004 Health Accord. And while the Liberals officially promised to keep the payments increasing beyond 2014, when the accord expires, both Conservative and New Democrat party officials confirmed their parties' pledge to do the same beyond the deal's expiry date, too.

But Ignatieff, who penned an open letter to Canadians about health care Friday, was non committal on how they would pay for the additional costs, saying only there are "billions" in savings to be had by scrapping the F 35 stealth fighter jet purchase and reviewing the Conservative government's crime and prison building agenda.
The 6% increase every year amounts to about $2 billion extra in health care payments to the provinces each year. At 6% growth, the federal payments to the provinces collectively for health care will hit $36 billion by 2016.
The NDP did the same later Friday.
At least they are if election promises are to be believed.
In the 1990s, former prime minister Jean Chretien and then finance minister Paul Martin slashed health transfers to the provinces to balance the books.
